Background

Michael Higgins is a senior Health, Safety, and Environment (HSE) leader, consultant, and workforce development executive with more than 25 years of experience supporting organizations across a broad range of industries. Through SECTOR Consulting, he has advised dozens of corporations, large and small, across nearly every business sector, on the design, improvement, and governance of internal HSE, ISO, and regulatory compliance programs.

Over the past decade, Michael’s consulting work has helped organizations strengthen safety culture, improve quality control, increase productivity, and support employee retention while achieving measurable reductions in HSE incident rates. His ability to align compliance requirements with real-world operations has made him a trusted advisor to executive teams, HSE leaders, and operations managers alike.

As the managing director of SECTOR Consulting, Michael has overseen the development of more than 300 training courses spanning HSE leadership, management and supervisory development, ISO and environmental systems, business fundamentals, and core professional skills. He has personally taught thousands of professionals across the United States, delivering practical, operations-focused training that translates directly into on-the-job performance.

His experience includes leading and advising HSE functions, managing enterprise training departments, and building scalable learning programs that develop leaders, close skills gaps, and support sustainable business performance.

An active volunteer in his community, Michael works with organizations such as the Grayson County Community Emergency Response Team, disaster relief programs, SkyWarn, and is the past President of the Grayson County Amateur Radio Club. His passion for safety, education, and community engagement makes him a trusted leader and advisor in his field.

On a personal level, Michael enjoys hiking, biking, fishing, and everything outdoors. As an amateur radio operator, Michael travels throughout North Texas with his wife Tamara spotting and reporting storms during inclement weather.
