Michael Higgins

Michael Higgins is a workforce education and safety executive with more than 25 years of experience leading enterprise training, compliance, and workforce development initiatives across multiple industries. As Managing Director of SECTOR Consulting Group, Michael has played a central role in building the firm into a national consulting and education provider, developing hundreds of training programs spanning technical skills, safety, compliance, leadership, and organizational development. His work has supported employers in manufacturing, energy, construction, food processing, warehousing, and professional services, with programs delivered in classroom, virtual, and self-paced formats, including multilingual instruction

In addition to his leadership at SECTOR, Michael has served as Director of Workforce Training for a Texas Workforce Commission, regulated career school, overseeing grant-funded education programs, apprenticeships, certifications, and regulatory compliance. His background includes senior safety and training roles within the energy and industrial sectors, where he designed and implemented large-scale HSE and compliance programs aligned with ISO, OSHA, EPA, and industry standards. Michael holds a Bachelor of Science in Education, is an NCCER Master Trainer and Accredited Training Center Administrator, and maintains multiple professional safety and instructional credentials, reflecting his commitment to practical, compliant, and results-driven workforce development
